~ The City and Borough of Juneau (CBJ) Planning Commission is set to discuss a Conditional Use Permit hearing for Juneau Hydropower, Inc. (JHI) at their upcoming meeting on October 28 at 6 p.m. The meeting agenda and materials can be found on the CBJ website at juneauak.portal.civicclerk.com.
JHI has submitted a Conditional Use Permit application (Case No. USE20250010) which includes plans to construct a 280-foot-wide, 111-foot-high hydroelectric dam and associated infrastructure across Sweetheart Lake's natural outlet in Gilbert Bay, located south of Juneau. The proposed project would also extend north to deliver hydroelectric power from the Lena Point Substation to Cascade Point, Echo Cove, and Kensington Mine in Berners Bay. The Planning Commission will review the proposal to ensure it complies with the CBJ Land Use Code.
Public comments on JHI's request for a Conditional Use Permit were first solicited by CBJ on October 7, 2025. Additional comments can be submitted until noon on October 24 by emailing [email address]. All comments received will be shared with Planning Commissioners for their consideration before the public hearing on October 28.

In addition to JHI's proposal, the Planning Commission will also discuss two rezoning cases, an ordinance amending the Title 49 Land Use Code regarding reasonable accommodations, changes to the Title 49 zoning map, and rules related to subdivisions on arterials at their meeting on October 28. The rezonings include converting 3.79 acres at 5200 and 5220 Commercial Boulevard from Industrial to Light Commercial (Case No. AME2025 0002); and upzoning 4.03 acres at 7170 Glacier Highway from D-18 to Light Commercial (Case No. AME2025 0003).
Members of the public can attend the Planning Commission meeting in person at City Hall Assembly Chambers or join online through the Zoom webinar link provided on the CBJ website. The results of the hearing will be posted online on October 29, 2025.
