~ Juneau, Alaska - The City and Borough of Juneau (CBJ) Engineering & Public Works department has announced the completion of the Phase 1 HESCO Reconstruction and Repair project this week. This project, which was initiated to protect Mendenhall Valley residents from future floods, utilized documented damage reports and river behavior from the 2025 glacial lake outburst flood (GLOF).
According to CBJ officials, the project was based on the latest available hydrologic and hydraulic modeling to identify areas where the original barriers installed in 2025 needed to be repaired, replaced, reinforced, and raised before a potential 2026 GLOF. The completed project includes additional bank armoring and is designed to withstand floods up to 63,500 cubic feet per second (CFS) or approximately an 18-foot lake stage flood.

The Phase 1 HESCO reconstruction project faced a slow start due to late snow and cold spring weather. However, it was completed on time and is expected to come in under its budget of $14.8 million. A map showing planned reinforcements and raising of Phase 1 can be found at bit.ly/cbjglof.
CBJ staff and contractors will continue working in the area over the next few weeks for final project cleanup, drainage improvements, and inspection and monitoring of the barriers. Currently, there are several gaps in the barriers for pedestrian access. CBJ has announced plans to close these gaps during the week of July 20.
