~ Juneau Assembly to Hold Public Hearings on Various Ordinances and Resolutions
The City and Borough of Juneau, Alaska Assembly has announced that several items will be up for public hearing during their upcoming regular meeting on Monday, December 16, 2024 at 7 p.m. The meeting will take place in the Assembly Chambers and will also be available for remote participation via Zoom webinar.
According to the agenda posted on the CBJ website, the public can expect to hear discussions on a variety of topics including local improvement districts, grant funding for various capital improvement projects, amendments to sales tax codes, and changes to the official zoning map.
One of the main items on the agenda is Ordinance 2024-40 which proposes the creation of a Local Improvement District No. 210 HESCO Barrier Project Phase 1 and an appropriation of up to $7,580,000. This project aims to improve flood protection in certain areas of Juneau.
In addition, Ordinance 2024-01(b)(T) seeks to appropriate $2,500,000 for the Municipal Compost Facility Capital Improvement Project with funding provided by the United States Environmental Protection Agency. This project aims to improve waste management in Juneau.

Another proposed ordinance is 2024-01(b)(U) which would appropriate $125,000 for major maintenance at parks and playgrounds with funding provided by the Alaska Department of Natural Resources. This project aims to enhance recreational spaces in Juneau.
The Assembly will also discuss Ordinance 2024-01(b)(V) which proposes an appropriation of $653,520 for the Lemon Creek Multimodal Path Capital Improvement Project with funding provided by the U.S. Department of Transportation's Federal Highway Administration. This project aims to improve transportation options in Juneau.
Two other ordinances related to affordable housing will also be up for discussion. Ordinance 2024-01(b)(W) proposes an appropriation of up to $3,000,000 for a loan to Tower Legacy II, LLC for Creekside Apartments, while Ordinance 2024-01(b)(X) seeks an appropriation of up to $1,000,000 for a loan to BroKo Holdings, LLC for 220 Front Street. Both loans would be funded by the Affordable Housing Fund.
The Assembly will also consider Ordinance 2024-36 which proposes amendments to the Uniform Alaska Remote Sellers Sales Tax Code and Ordinance 2024-37 which seeks amendments to the Uniform Sales Tax Code related to definitions and temporary sales tax registration.

In addition, the Assembly will discuss Ordinance 2024-41 which proposes a change in zoning from D10 to D15 for Mendota Park Parcel 1B located on Davis Avenue. This change aims to align with the city's comprehensive plan.
Lastly, Ordinance 2024-42 will be up for discussion which would approve the City and Borough's participation in proposed refinancings by the Alaska Municipal Bond Bank. This would allow for revised schedules of principal and interest payments on bonds if the Bond Bank successfully refinances its bonds.
The public is encouraged to participate in these discussions either in-person or via remote participation. Those wishing to provide oral testimony via remote participation must notify the Municipal Clerk prior to 4pm on the day of the meeting by calling 907-586-5278 and indicating their topic(s) of testimony. For in-person participation, a sign-up sheet will be available at the back of the Chambers.
The City and Borough also offers ADA accommodations upon request. Those needing accommodations are asked to contact the Clerk's office at least 36 hours prior to any meeting so arrangements can be made.
