Juneau: Mendenhall River emergency bank stabilization – how to make your property safe

~ Juneau, Alaska - The City and Borough of Juneau (CBJ) has taken swift action to address immediate threats to property and safety along the Mendenhall River. In a press release issued today, CBJ announced that emergency bank stabilization has been authorized in order to protect properties from further damage caused by recent flooding.

According to the press release, property owners are now able to proceed with necessary bank stabilization measures in order to make their properties safe. This includes repairing existing bank stabilization or implementing new measures to prevent further damage from flooding.

However, in order to carry out these emergency stabilization efforts, property owners must obtain a Grading Permit. If the work is taking place in an area designated as a flood zone by the Federal Emergency Management Agency (FEMA), a Floodplain Development Permit may also be required. Both permits will require detailed information about the work and certification from a licensed engineer in Alaska.

The press release also states that property owners must apply for these permits within one month of starting the work. The window for emergency bank stabilization is limited and will close within a few months, as determined by CBJ. After this time, permits must be obtained before any work can begin.

Forms for both permits are available online at the CDD Permit Center Applications page and can be submitted via email. For the Grading Permit, property owners should submit the Grading Permit Checklist form, while for the Floodplain Development Permit, they should submit both the Development Permit Application and Floodplain Development Permit Application forms.

In addition to these local permits, property owners may also need additional permits from state and federal agencies such as the Alaska Department of Natural Resources, Alaska Department of Fish and Game, and U.S. Army Corps of Engineers.
