~ The City Hall Assembly Chambers will be the site of a public hearing on Monday, December 16 at 7 p.m. for the Regular Assembly Meeting. The main topic of discussion will be the proposed ordinance to establish a Local Improvement District (LID) for the HESCO barrier flood mitigation project.

According to the meeting agenda packet, which includes related memos and documents, the full text of the ordinance can be found under item M-20. Additionally, a draft FAQ has been included in the agenda packet as item P-30 for those interested in learning more about the LID process.

The public is encouraged to participate in person or remotely during the hearing. However, due to time constraints, Mayor John Doe will limit testimony based on the number of participants. Alternatively, written comments can be submitted to [email address].

For those wishing to testify in person, a sign-up sheet will be available at the back of the Assembly Chambers upon arrival. Overflow space will also be provided on the second floor of City Hall for those who wish to testify in person.

To testify remotely, individuals must contact the CBJ Municipal Clerk's Office at (907) 586-5278 by 4 p.m. on Monday, December 16. Failure to do so will result in not being able to participate via Zoom.

For those who only wish to watch the meeting remotely without testifying, it is recommended to use the CBJ YouTube livestream instead of joining via Zoom. This is due to high interest and limited capacity on Zoom.

The proposed LID would allow properties within a designated area to contribute towards financing an infrastructure improvement that would benefit them. In this case, it pertains specifically to installing HESCO barriers along the Mendenhall River as a temporary solution against glacial outburst floodwaters while CBJ works towards a long-term solution.

Under this LID, property owners would pay half of the project cost through their property tax bill over a period of ten years. However, there is a maximum payment amount, even if the project ends up costing more than expected.

The highest single-year payment within the ten year schedule is $1081.05, with the option for property owners to pay in full at any time without penalty. Four designated properties along the Mendenhall River bank would have significantly higher payments, as outlined in the memo and FAQ.

For the LID to be implemented, property owners who would bear 50% or more of the cost must agree to it. Any objections must be made in writing and will be taken into consideration.

It is important to note that this FAQ is based on the current version of the ordinance that will be presented at Monday's meeting. The Assembly has the authority to make amendments that may alter some of this information. In such cases, the FAQ will be updated after the meeting to reflect any changes made by the Assembly.
