Beginning July 1, marketplace facilitators ~ Juneau Assembly Adopts Changes to Sales Tax Code for Marketplace Facilitators and Short-Term Rental Platforms

On May 20, the City and Borough of Juneau Assembly made significant changes to the CBJ Sales Tax Code by adopting Ordinance 2025-23(b)am. These changes aim to address taxation requirements for marketplace facilitators and short-term rental (STR) platforms in order to promote equitable tax collection and ensure compliance across all business models operating within Juneau.

Effective July 1, marketplace facilitators such as Uber, Airbnb, and Rover will be required to collect and remit sales tax on behalf of their sellers. This means that the burden of calculating, collecting, and remitting tax will no longer fall on individual sellers. This change is expected to streamline the tax collection process and create a level playing field for all businesses operating within Juneau.

In addition, STR platforms must now take steps to ensure that each listing in Juneau on their platform is registered with CBJ. This is in compliance with recent STR regulations that aim to create a fair environment for all accommodation providers in Juneau.

Under the new ordinance, marketplace facilitators are defined as third-party platforms that facilitate the sale or rental of a seller's property, product or services through a physical or electronic marketplace. Examples of these platforms include Uber, Turo, Airbnb, VRBO, DoorDash, and Rover.

Furthermore, STR platforms have new compliance obligations which include displaying a valid CBJ STR registration number on each listing and submitting a monthly report to the CBJ Sales Tax Office of all active STR registration numbers on their platform.

It is important to note that online sales of goods may fall under the jurisdiction of the Alaska Remote Sellers Sales Tax Commission (ARSSTC) instead of CBJ. If there is any confusion about which authority to report sales to, sellers are encouraged to contact the CBJ Sales Tax Office for assistance.

For sellers who currently file directly with CBJ, there are specific guidelines to follow. They must continue to file returns for transactions made through June 30, 2025 (return due July 31, 2025). If they will no longer be making sales outside of a marketplace platform, they must formally close their CBJ sales tax account by submitting an account closure form.

While the CBJ Sales Tax Office will make efforts to inform known platforms about these changes, it is strongly advised that sellers verify with their marketplace facilitator, especially smaller or lesser-known platforms, that they are aware of and complying with the new collection and remittance obligations.
